About Kylah – Trusted Experience
Kylah McNabb, C.E.M. serves as the Principal for Vesta Strategic Solutions, LLC which provides a range of expertise and services from strategic consulting, technical analysis, stakeholder liaison engagement, speaking engagements, and grant, contract and project management. Kylah brings a wealth of knowledge and expertise across a range of sectors including utility, renewable energy, transportation, energy efficiency, energy assurance, and grants management and compliance.
During her decade-long tenure at the Oklahoma State Energy Office (SEO), Kylah led and managed a variety of programs across technologies. She served as a technical advisor to the Oklahoma CareerTech system to develop a nationally successful wind turbine technician education program and also served as the statewide technical expert for wind and renewable energies. This experience was key as she transitioned to a role serving as Energy Policy Advisor for the Oklahoma Secretary of Energy and Environment, where she was the lead staff person for a statewide effort on distributed generation policy. The management of the Distributed Generation Working Group brought together stakeholders from the utility, private renewable energy, and public interest sectors to determine the best path forward for distributed generation policy in Oklahoma. During this time Kylah also served as the lead for Energy Assurance planning for the State of Oklahoma. She not only oversaw the state work and efforts on the Oklahoma Energy Assurance Plan, but also served as a national representative on behalf of the National Association of State Energy Officials (NASEO) to federal Department of Energy (DOE) committee work on Energy Assurance efforts.
During her time in the SEO, Kylah oversaw multiple Department of Energy (DOE) grants totaling over $60 million, including those awarded to Oklahoma under the American Recovery and Reinvestment Act (ARRA). In addition, she managed the state revolving loan program for energy projects, totaling $20 million.
In addition to her public sector service, Kylah also has private sector experience and knowledge in wind and renewable energy technology project development. Through her work in the utility sector, she also has experience in rate design and analysis along with an in-depth knowledge of utility policy from multiple perspectives.
Kylah holds an extensive and growing professional network through her efforts volunteering on the Board of Directors for the Oklahoma Renewable Energy Council (OREC) and the Association of Energy Engineers - Oklahoma Chapter (AEE-OK). Through this work, she continues her strong relationships with various stakeholders both nationally and internationally.

Anna Hyslop, Energy Analyst
Anna Hyslop studies Economics and Global Energy, Environment, and Resources at the University of Oklahoma. During her freshman year of college, she founded Students for Local Action, the university's first student-led lobbying group dedicated to climate action through policy creation. Her research centers on localized energy transitions in the southwestern United States. Anna greatly enjoys her time at Vesta Strategic Solutions, where she helps to support efforts that make clean energy more accessible for Oklahomans.
Becca Palczynsky, Energy Analyst
Becca is a Geography professional in Oklahoma with a passion for preserving the night sky for present and future generations. Through her work at the Oklahoma Alliance for Geographic Education she has extensive experience in creating educational outreach materials and leading field experiences for Oklahoma's students and teachers which foster a deeper understanding of and appreciation for the state’s people, wildlife, lands, waters, and skies. Becca received her MS and BS in Environmental Sustainability from the University of Oklahoma in 2017 and 2015, respectively. She joined the Vesta Strategic Solutions team in 2023 where she thoroughly enjoys her work in leading public outreach efforts on a variety of projects.
